Why are my campaign images being flagged by Bing when launching a new campaign?

We have a rate limit set of 200 rps for Bingbot which is important to keep the QoS for our imaging service.  It does not totally block Bingbot, so it may just take some time for Bing to crawl enough images to unflag the Campaign. So when launching a new campaign through Bing, this could cause delays.
